Since successfully usurping the throne five years ago, Kato (Tomokazu Miura) has led the Sannokai to become the largest gang in Kanto with the assistance of Ishihara (Ryo Kase). They are mainly guided by economic interests and gradually extend their tentacles to the political world, and they are in great glory for a while. On the other hand, the old cadres in the organization are excluded and dissatisfied; the police are keenly aware of the movements of the Sannokai and secretly deploy targeted sabotage operations; the cunning detective Kataoka (Fumiyo Kohinata) plans a dangerous game of black against black for his own interests.
