In the neon-lit metropolis, a rainbow whirlwind suddenly descends. Haruto Soma (Shiraishi Shunya) fights against the golden magician (Jinnai Takanori) who manipulates all this, but eventually falls into a coma. When he and Alex (Okunaka Makoto) wake up, they find that the whole world has become a magic kingdom, where people use magic as they please through transformation belts and magic rings, and they are accustomed to it and enjoy it. Although there are also Phantoms causing trouble, every citizen can become a Kamen Rider to defeat the invaders. Because of their suspicious identities, the two are arrested by Rinko Daimon (Takayama Yuko) and then sent to the palace of King Maya (Oshinari Shugo), the ruler of the magic kingdom. The troubled two and their new friends must face a series of challenges. In this very strange parallel world, how can they defeat the golden magician and return to their original world?
