Raymond (James Spader), known as the "Red Devil", has always been a "permanent member" on the FBI's wanted list. One day, this legendary figure who controls most of the information and resources in the criminal market suddenly turned himself in and claimed to be able to provide the latest clues about the terrorist Ranko (Jamie Jackson).
