After the founding ceremony, Mao Zedong, who was very busy, began to pay attention to the situation of the Kuomintang war criminals in custody. Based on opinions from all sides, Mao Zedong determined the overall policy for war criminals: no trial, no sentence, no killing, humanitarian treatment, political study and labor reform, and when the time is right, then propose a solution as appropriate. Under the specific organization of the Ministry of Public Security, war criminal management centers were established in various places, among which the Gongdelin Management Center in Beijing was the largest. The Kuomintang war criminals who were originally detained in North China and other places were gradually concentrated in the Gongdelin Management Center. Wang Yingguang was ordered to report to the Ministry of Public Security, and he met many "old friends". There were Chen Ruizhang, the upright lieutenant general commander of the National Army, Liu Anguo, the suspicious and fickle lieutenant general director of the North China Operation Department of the Ministry of National Defense Security Bureau; Ye Lisan, the major general division commander of the Kuomintang Army who deliberately made trouble and only wanted to die quickly, and Cai Shouyuan, the superstitious and paranoid lieutenant general commander of the Kuomintang Army. These former senior Kuomintang generals were worried about being tried and obsessed with "Chiang Kai-shek's counterattack on the mainland", and showed different states. Some of them were full of "loyalty, filial piety, chastity and righteousness" and "if they fail, they will die", so they committed suicide, went on hunger strike and waited for an opportunity to escape; some were worried about being retaliated by the other side, cried bitterly and behaved in a very ugly way; some began to try their best to please the PLA officers and soldiers after being captured, and were eager to make contributions; some participated in counter-revolutionary work and battlefield information consultation work, etc. Wang Yingguang fought wits and courage with this group of war criminals, and finally made them realize the good intentions of the Party Central Committee to reform war criminals. As a result, the morale of the management office was stabilized. In the end, under the leadership of Wang Yingguang and other Gongdelin correctional staff, this group of war criminals took the initiative to learn the principles of Marxism-Leninism, compared their behavior with Mao Zedong Thought, and actively participated in all aspects of learning and reform. In 1959, the first batch of war criminals were pardoned. At the same time, Wang Yingguang completed his mission and fell in love with Liang Dongfang, a medical staff member of Gongdelin. The pardoned returned to the world. This group of people were defeated by the Communist Party on the battlefield in 1949 and were completely conquered by the Communist Party in their hearts in 1959.
