The cautious and respectful Jack Maltby (Robert DeNiro) works in a government department. His daily job is to review prisoners who apply for parole. He does this boring job year after year, and his relationship with his wife Madylin (Frances Conroy) is also very cold. He hides a vigorous desire in his heart, but he has to use a proper appearance to cover it up. When Jack is about to retire, George "Stone" Collison (Edward Norton), an arsonist who has been in prison for eight years, comes to his desk. George hopes to get out of the big wall as soon as possible, so he tries to win Jack's trust with clever words, and even lets his beautiful wife Lucetta (Milla Jovovich) seduce this seemingly serious gentleman. Jack's desire gradually gets out of control, and George, who tries to package himself through religion, seems to hear the gospel from God...
