In March and April 1996, Bai Baoshan (played by Ding Yongdai) committed serious crimes in Beijing one after another. The incident alarmed the Party Central Committee, and the Ministry of Public Security ordered the Beijing Municipal Public Security Bureau to solve the case within a time limit. Bai Baoshan originally had a happy family, but he went astray because of a thought, and was sentenced to labor reform during the "severe crackdown" in 1983. More than ten years of prison life not only did not make him turn over a new leaf, but made his temperament more extreme. After being released from prison, he conspired to attack the military and police and rob guns. The crimes he committed were rare in Beijing since the founding of the People's Republic of China.
